    Is there a way to have Breached Password Protection enabled for login but also have it NOT stop an account from being created?

      There's no way to do this right now. You can file a feature request to disallow breached password detection on registration: https://github.com/fusionauth/fusionauth-issues/issues

          If you want to use the breached password detection feature, then that check will be applied for any new account registrations.

          You could always disable the breached password detection feature.
