Would “user.create” events be triggered by bulk import of users? (Using this API: https://fusionauth.io/docs/v1/tech/apis/users/#import-users )

No. But the user.bulk.create would. See https://fusionauth.io/docs/v1/tech/events-webhooks/events/#user-bulk-create for more details.
